Error when colone/copy user [message #222246]

I am trying to copy/colone a user from an existing user "spms" to "kanis" toad .
But i am getting below error .
"grant administer resource manager to kanis with admin option"

can any one give to how to resolve the error.

I don't think it could be any more clear. It tells you what you need to do. Why don't you run the command that it says from a DBA account?

I tried this logging as the user which i want to clone.
Also i have tried logging as sysdba , but not able to disable the error.
