they could not connect database server residing in locationA.
we have Standby, in this case standby could not help.

if i go for RAC, how it will help me.
please suggext me, if i implement RAC, how the setup should be.

i mentions my locations $ location A is head office, now database at Location A only.

Consider you have RAC Setup. If Location "C" Having network problem then how it will connect other servers?

YOu should probably go to otn.oracle.com and read upon RAC. You don't say how far each site is from each other - stretch RAC clusters are possible but have limitations and are expensive to setup. RAC probably isn't the answer for the problem you are facing - more likely you need to look at a better network infrastructure with redundant capabilities.

I have nothing more to say than first read the documentation and then come back if you have any question.
